Are home improvement materials ESA eligible in Arizona?
No. Home improvement materials are on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying them with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to home improvement materials
Wood, piping, irrigation, water filtration, concrete, water pumps — materials that permanently improve real property improve the household's asset, not the student's mind. This is the household-benefit principle at its clearest, and it holds even when the project is a dedicated schoolroom.
The mistake families make
The homeschool-room renovation. Converting the garage, building the she-shed classroom, running power to the study space — the destination is educational, but every board and bag of concrete is a home-improvement material, and the handbook prohibits them by name. DIY greenhouse materials hit the same wall.
The allowable path nearby
Furnish the learning space instead of building it: the Tier 1 list covers desks, chairs, bookcases, whiteboards, rugs, and organizers — everything inside the room, nothing structural. For growing-things curricula, seeds and small saplings are Tier 2 with a curriculum doc, and a greenhouse under 100 sq ft has a conditional path.
