Is lawn and landscaping equipment ESA eligible in Arizona?
No. Lawn and landscaping equipment is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to lawn and landscaping equipment
Mowers, trimmers, leaf blowers — the yard gets maintained for the household, and the handbook lists lawn and landscaping equipment as unallowable. The yard is not a classroom just because learning sometimes happens outside.
The mistake families make
The agriculture-curriculum stretch. Agriculture is an approved subject, and growing things has real allowable lanes — so the mower starts to look like farm equipment. It isn't: the handbook's gardening allowances are precise (seeds, small saplings), and general yard maintenance equipment sits outside all of them.
The allowable path nearby
For a genuine growing curriculum: seeds and small saplings are Tier 2 with a curriculum doc; a greenhouse under 100 sq ft is conditional; a chicken coop for 12 or fewer birds is conditional. Hand tools for a vocational program may qualify as vocational tools (Tier 2). The riding mower never does.
