Are manipulatives ESA eligible in Arizona?

Manipulatives — math cubes, Legos, dominoes, blocks, pattern shapes — are Tier 1 with no curriculum document. The handbook names them as hands-on tools for counting, time, measurement, shapes, and arithmetic, so they clear on the receipt.
The mistake families make
Legos are explicitly allowed as manipulatives — but a large licensed display or collector set marketed as a showpiece toes the line between a learning tool and a collectible. The closer the set is to décor or collecting, the weaker the educational read.
The allowable path nearby
Buy the manipulative sets for their hands-on math use rather than as collectibles, keep the itemized receipt, and tag them to math. Counting blocks, pattern shapes, and standard brick sets are the cleanest picks.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
