Are bounce houses or water slides ESA eligible in Arizona?
No. Bounce houses or water slides are on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying them with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to bounce houses
Inflatable recreation is birthday-party equipment, not physical education — bounce houses and water slides are named on the prohibited list, in the same family as trampolines over 10 feet and backyard pools.
The mistake families make
The gross-motor framing. PE is a real subject, gross-motor development is a real goal, and an inflatable does get kids moving — but the handbook treats bounce houses as entertainment regardless of the lesson plan around them. Items named on the prohibited list don't yield to curriculum documents.
The allowable path nearby
The backyard PE budget has legitimate destinations: a trampoline at 10 feet or under qualifies as PE equipment (Tier 2, curriculum doc), playground sets have a Tier 2 path, and conventional PE equipment — balance beams, jump ropes, weights — is Tier 2 with documentation. Basic sports gear (balls, bats, racquets) doesn't even need the paperwork.
