Home / Can I buy…? / Personal-sized laminators and laminating supplies
Are personal-sized laminators and laminating supplies ESA eligible in Arizona?
Yes. Personal-sized laminators and laminating supplies are general education supplemental material under the SY2025-26 ESA Parent Handbook — allowable for all ESA students with no curriculum documentation currently required. A complete itemized receipt is still required.
Worth knowing
Commercial/professional-grade equipment is prohibited.
Can ESA pay for a laminator
A personal-sized laminator and its laminating supplies are Tier 1 with no curriculum document. For preserving flash cards, charts, and student work, the home-scale machine is treated as a standard supply.
The mistake families make
Grade is the line. Personal-sized is allowable; commercial or professional-grade equipment is prohibited. A heavy-duty office laminator marketed for volume work crosses from supply into commercial equipment.
The allowable path nearby
Instead of a commercial-grade machine, buy the personal-sized laminator and pouches, and keep the itemized receipt. The same grade rule governs the paper shredder and other small machines — home-scale clears, commercial-scale doesn't.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
