Is land / real property ESA eligible in Arizona?
No. Land / real property is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to land and real property
Land is the most extreme case of the household-asset rule: a permanent, appreciating asset titled to the family. The handbook lists land and real property as flatly unallowable — the educational rationale on top of it doesn't matter.
The mistake families make
The agricultural dream. Arizona ESA families with agriculture or homesteading curricula sometimes reason from the approved subject (agriculture is on the tutoring list) to the land it needs. The program funds the instruction and certain materials — never the acreage.
The allowable path nearby
Agriculture education has real allowable components: agriculture instruction from credentialed teachers, seeds and small saplings (Tier 2 with curriculum doc), a greenhouse under 100 sq ft (conditional), and a chicken coop sized for 12 birds or fewer (conditional, curriculum-linked). The dirt under them is yours to provide.
