Why ADE says no to cellular smartwatches

Cellular service makes it a communications device — functionally a phone on a wrist — and telephones are statutorily excluded from the ESA's hardware category. The handbook names smartwatches with cellular service (the kids-GPS-watch category included) as prohibited.

The safety pitch. GPS kids' watches are marketed to parents as peace of mind, and "she wears it during PE class" makes it feel education-adjacent. The test isn't where it's worn — it's what it is, and a cellular device is a phone under the statute regardless of form factor.

An ordinary watch — analog or digital, no cellular — is Tier 2 allowable with a curriculum document (time-telling, pacing in PE, lab timing all make defensible course linkages). Timers and clocks are even easier: Tier 1, no documentation at all.
