Are telephones ESA eligible in Arizona?
No. Telephones are on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying them with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to telephones
Telephones are excluded by statute from the ESA's technology category — named alongside TVs and game consoles. A phone is a general-life communications device; the education apps on it don't change what it is.
The mistake families make
The app-access argument. The reading app, the math program, the online class portal all run on a phone — so the phone starts to look like the access device. The statute already decided this one: the allowable access devices are computers and tablets; the phone is named out regardless of what's installed on it. Smartwatches with cellular ride the same exclusion.
The allowable path nearby
A tablet is the statutorily allowable device that does everything educational a phone does — runs the same apps, with a receipt that doesn't raise questions. Educational software and app subscriptions themselves are Tier 1, allowable no matter what family-owned device they end up on.
