Is a trash can an ESA-eligible school supply

Yes — a small classroom waste basket is Tier 1, capped at 5 gallons. The cap exists so ESA buys a desk-side bin, not a kitchen or household garbage can. Above 5 gallons it's a household item.

The mistake families make

One click up to a 7- or 13-gallon office can busts the cap. And recurring trash bags or liners are a household cleaning supply — separately prohibited — so don't let those ride along on the same ESA order.

The allowable path nearby

A 5-gallon-or-smaller bin for the school space is allowable with no documentation. Buy liners and any household cleaning supplies personally, and let the ESA pay only for the bin itself, itemized.

The receipt still has to be complete

Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
