Are household cleaning supplies ESA eligible in Arizona?
No. Household cleaning supplies are on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying them with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to cleaning supplies
Detergent, disinfectant, paper towels — the house gets cleaned whether or not anyone is being educated in it. Household cleaning supplies are a named unallowable category, with no curriculum exception.
The mistake families make
The classroom-hygiene framing. Co-op hosting day, art-project cleanup, "we sanitize the learning space" — all real, none of it moves cleaning products into the educational column. The handbook gives chemistry-class chemicals a curriculum carve-out; it gives cleaning supplies none.
