Are tutoring or teaching services ESA eligible in Arizona?
Yes. Tutoring or teaching services are allowable under a statutory ESA purchase category, with their own documentation and channel rules.
Documentation required

Worth knowing
Allowable subjects incl. agriculture, archery, art, chess, civics, cooking, dance, drama, driver's ed, foreign language, grammar, gymnastics, home ec, horseback riding, martial arts, math, music, personal finance, PE, reading, science, sewing, social studies, swimming, woodworking. Dog training and inappropriately explicit courses are NOT allowable. Credentials cannot be expired; screenshots not accepted. Teacher/tutor travel costs prohibited.
What the ESA tutor credential rule actually requires
Tutoring and teaching services are a statutory category with a long allowable subject list — from math and reading to archery, swimming, horseback riding, martial arts, sewing, and driver's ed. The credential floor is modest: an individual tutor needs a high school diploma or higher (homeschool diplomas accepted); a business needs accreditation or the Tutoring/Teaching Attestation Form.
The mistake families make
The credential rules run per payment channel, and that's where uploads fail. Paying by debit card or reimbursement means attaching the tutor's credential or the business's attestation form yourself — and an expired credential or a screenshot of one is rejected. Pay Vendor skips the upload because credentials are already on file. Separately: the tutor's travel costs are prohibited, and dog training is the one named subject that never qualifies.
The allowable path nearby
Where the provider is on ClassWallet, Pay Vendor is the low-friction route. Paying by card or reimbursement, collect the credential file once — valid, unexpired, an actual document — and attach it to every transaction with that tutor. Government-entity classes (city rec programs) need no credential at all.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
