Are vocational and life skills programs ESA eligible in Arizona?
Only for students with a disability. Vocational and life skills programs are allowable only for ESA students with an IEP, MET Report, 504 Plan, or ESA-purpose IEE on file, with category-specific supporting documentation.
Whether ESA covers trade school or life-skills programs
Vocational and life-skills education — CTEDs and trade schools — is a disability-track category, available to students with a qualifying designation. It recognizes that for some students the right course of study is vocational and life-readiness rather than purely academic.
The mistake families make
Assuming any student can route career or technical training through ESA this way. Without the disability designation, this specific category isn't open. Some vocational instruction may still be reachable for universal students through credentialed tutoring in an allowable subject — but that's a different basis, with its own rules.
The allowable path nearby
For a student with the designation, enrollment and fees at a CTED or trade program are eligible — keep the enrollment documentation and itemized invoices. The hands-on tools for that training run a parallel route: vocational tools are a Tier 2 curriculum-document purchase.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
