Are writing utensils ESA eligible in Arizona?
Yes. Writing utensils are general education supplemental material under the SY2025-26 ESA Parent Handbook — allowable for all ESA students with no curriculum documentation currently required. A complete itemized receipt is still required.
Are pens and pencils an ESA-eligible expense
Writing utensils — pens, markers, pencils, highlighters, crayons, chalk — are Tier 1 with no curriculum document. They're about as core a school supply as exists, cleared on the receipt.
The mistake families make
Nothing about the items; everything about the paperwork. A bulk classroom pack split informally across multiple students still needs to land on an itemized receipt, and a screenshot won't substitute. Untagged, even pencils don't help your five-subject math.

Buy directly, keep the itemized receipt, and tag the purchase to whatever subject the work serves. Writing utensils pair with art supplies and paper as the baseline of any study space.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
