Is dining / food ESA eligible in Arizona?

Verdict · SY2025-26 handbook
No — not an allowable purchase

No. Dining / food is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.

Full handbook category: Dining / food (incl. animal feed) / ready-to-eat subscription boxes

Worth knowing

Camp/league food portions also excluded. College meal plans excluded.

Why ADE says no to food and dining

Food is the purest household expense there is — everyone eats, school or no school. The handbook's exclusion is sweeping: restaurants, groceries, snacks, ready-to-eat subscription boxes, and animal feed, with the food portion carved out of otherwise-allowable things too (camps, leagues, college meal plans).

The mistake families make

The cooking-course grocery run. Home-ec is a real subject with real allowable equipment, so the ingredients feel like course materials. But notice what the handbook does elsewhere: science chemicals get an explicit curriculum carve-out ("except curriculum-required"). Food gets no such carve-out anywhere. The silence is the answer.

The allowable path nearby

The durable side of the kitchen classroom is allowable: measuring cups, mixing equipment, the countertop appliances — all Tier 2 with a curriculum doc. Cooking instruction from a credentialed teacher is an allowable service. The consumables on the plate stay on your own card.
