Can ESA funds buy live animals or a classroom pet
Live animals are prohibited — pets, classroom hamsters, fish, rabbits. The single carve-out is an educational life-cycle voucher: the butterfly-larvae or chick-hatching kits that teach a life cycle and aren't an ongoing pet.
The mistake families make
Reframing a pet as "educational." A class hamster or aquarium is still a prohibited live animal regardless of the lesson attached. The voucher exception is narrow — it's the short-cycle teaching kit, not a permanent animal, and its feed and habitat upkeep aren't covered.
The allowable path nearby
Use an educational life-cycle kit or voucher when the lesson is genuinely about metamorphosis or hatching. For anything ongoing, the allowable spend is the materials around the study — books, an educational kit, a microscope — not the animal itself.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
