Educational therapies (ABA, OT, speech, and more) is allowable only for ESA students with an IEP, MET Report, 504 Plan, or ESA-purpose IEE on file, with category-specific supporting documentation. Can combine with private insurance — document the uncovered amount. Late/cancelled/missed appointment fees are NOT allowable.

Who can use Arizona ESA funds for therapy

Educational therapies — ABA, OT, PT, speech, music, equine, vision, and the rest of the approved list — are available only to students with a disability designation on file: an IEP, MET, 504, or an ESA-purpose IEE. The award structure funds these as disability services, not as universal expenses.

The mistake families make

Three real ones. Paying before the designation and credential are on file — both the disability document and the provider's valid, non-expired license must exist before the charge. Screenshots of a credential aren't accepted; the actual license, with its number on the invoice, is. And late, cancelled, or missed-appointment fees are never allowable, even on an otherwise-covered therapy.

With the disability documentation and the provider's license (number on the invoice) in hand, therapy is squarely eligible — and you can pair it with private insurance, paying the documented uncovered amount from ESA. Keep every appointment's invoice itemized; the credential and the disability document are the two things a reviewer checks first.

The receipt still has to be complete

A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
