Is inappropriate explicit material ESA eligible in Arizona?
No. Inappropriate explicit material is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to explicit material
The handbook excludes inappropriately explicit material across the board, and applies the same standard to instruction: courses deemed inappropriately explicit are not allowable teaching services. This is one of the few content-based exclusions in the program.
The mistake families make
There's no clever trap here, and that's the point worth making: this exclusion isn't about a parent's curriculum philosophy or a controversial novel on a reading list — ordinary literature, health, and science curricula are bought through the program every day. The exclusion targets material that is explicit in the ordinary meaning of the word.

Books of essentially every kind are Tier 1 — novels, magazines, audiobooks, digital books — with no curriculum documentation required. Health and science instruction from credentialed providers is allowable as teaching services. The mainstream path is wide.
