Are books ESA eligible in Arizona?
Yes. Books are general education supplemental material under the SY2025-26 ESA Parent Handbook — allowable for all ESA students with no curriculum documentation currently required. A complete itemized receipt is still required.
Can ESA funds buy books, audiobooks, or magazines
Books are Tier 1 with no curriculum document — and the category is broad: print books, audiobooks, digital books and their players, coloring books, and magazines all count. It's one of the cleanest purchases in the program.
The mistake families make
Where a "book" stops being a book. A general-purpose tablet or e-reader is computer hardware, a different category with its own rules — not a no-doc book buy. And a subscription that's really a shopping-club membership (the way some access digital magazines) is prohibited even though a plain magazine subscription is fine.
The allowable path nearby
Buy the books, audiobooks, and magazines directly and keep the itemized receipt. For required course textbooks there's an even more specific category, and for ongoing magazine delivery an educational periodical subscription is the clean route — just not through a membership wrapper.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
