When ESA can pay for fuel, oil, or chemicals
These are prohibited by default as consumables and household goods. The one exception is a chemical or substance a written curriculum actually calls for — most often science-lab reagents. The curriculum requirement is what turns a household consumable into an instructional material.
The mistake families make
Treating "it's for a science project" as enough. Spoken intent doesn't qualify; the five-element curriculum document naming the substance is what carries the purchase. Gasoline, motor oil, and general-purpose chemicals with no curriculum tie are flatly out.
The allowable path nearby
When a science curriculum lists a specific reagent, attach the curriculum document and itemize the chemical on its own line. Pre-bundled lab kits are cleaner still — an educational kit is Tier 1 and carries its own contents without separate documentation.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
