It depends. Allowability of parent training courses turns on the specific conditions below. Prohibited UNLESS required for a student with special needs — the need must be documented by the training/course.

When a parent training course is ESA eligible

Parent training courses are prohibited because ESA pays for the student's education, not the parent's. The exception is narrow: training required to serve a student with a special need, where the course itself documents that requirement.

The mistake families make

General homeschool-method or teaching-philosophy courses for the parent. However useful, they don't qualify — the spend has to be the student's instruction. Even special-needs parent training fails without documentation tying it to the specific student's need.

The allowable path nearby

When a student's disability creates a genuine need for parent training — a behavior-intervention program, for instance — keep the documentation the course provides that establishes the requirement. For your own teaching skill-building, that's a personal expense, though the student-facing services it supports (therapies, an aide) may be ESA-eligible on the disability track.

The receipt still has to be complete

A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
