Are Amazon Prime or similar membership fees ESA eligible in Arizona?
No. Amazon Prime or similar membership fees are on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying them with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to Amazon Prime memberships
A membership fee buys access and shipping perks for the whole household — not education for the student. Even if every single order is a Tier 1 workbook, the Prime fee itself is a household convenience, and the handbook names it (and similar memberships like Costco or Walmart+) explicitly.
The mistake families make
The sneaky one: a free trial started to ship curriculum faster, quietly converting to a recurring charge on the ClassWallet card. A recurring membership fee hitting the ESA card is exactly the kind of line item that has to be repaid later.
The allowable path nearby
The books, kits, and supplies inside the Amazon cart are often perfectly allowable on their own — order them without ESA paying for the membership wrapper. Pay any membership personally; let the ESA pay only for the educational items, each on a clean itemized receipt. Note the contrast: subscriptions are not banned as a concept — educational periodical subscriptions and educational software subscriptions are Tier 1. What's banned is paying for shopping-club access.
