Are gift cards ESA eligible in Arizona?

Verdict · SY2025-26 handbook
No — not an allowable purchase

No. Gift cards are on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying them with ESA funds risks the expense being disallowed and repayment being required.

Full handbook category: Gift cards (any kind)

Why ADE says no to gift cards

A gift card converts traceable education funds into untraceable spending power — functionally, it's cash. The same program that auto-suspends a debit card for a cash withdrawal is never going to allow cash's retail cousin. The handbook prohibits gift cards of any kind, with no educational-retailer exception.

The mistake families make

The two-step purchase: buying a bookstore or curriculum-vendor gift card with the ESA card, then using it for legitimately educational items. The end purchases may be allowable, but the gift-card transaction itself is the violation — the money went dark at step one. Vendor promotions that bundle a "free $25 gift card" into a purchase can also complicate an otherwise clean receipt.

The allowable path nearby

Buy the educational items directly — same store, same cart, same total — so every dollar stays on an itemized receipt with the five required fields. If a promotion attaches a gift card you didn't ask for, keep the receipt clean by making sure it's a $0 line, and don't spend the card on ESA-claimed items.
