Are educational software & apps ESA eligible in Arizona?
Yes. Educational software & apps are general education supplemental material under the SY2025-26 ESA Parent Handbook — allowable for all ESA students with no curriculum documentation currently required. A complete itemized receipt is still required.

Does educational software or an app need ESA documentation
Educational software and apps are listed as Tier 1 supplemental material — allowable with no curriculum document. The handbook treats learning software the same as a workbook: an instructional tool, cleared on the receipt.
The mistake families make
The single-user and term rules. The handbook expects a single-user license per student (or itemized per student) and a contract-year term — a family-shared or multi-year license, or a receipt that doesn't break out each student, is where software purchases get caught. The subscriber can be the student with billing to the parent, but the per-student itemization has to be on the receipt.
The allowable path nearby
Buy single-user, per student, for the contract-year term, and make sure the receipt itemizes each student's license. That per-student, itemized receipt is exactly the shape ADE looks for on any subscription.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
