Is clothing ESA eligible in Arizona?
No. Clothing is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to clothing
Children need clothes whether or not they're enrolled in anything. Apparel is a family expense, and the handbook permits exactly one exception — and it's narrower than most families assume.
The mistake families make
Activity clothing. The dance leotard for ballet class, the gi for martial arts, the jersey for the soccer league — the lessons and league fees are allowable, so the outfit feels like part of the package. It isn't. Unless it's a uniform required by a qualified school and bought from or through that school's designated vendor, it's clothing, and clothing is out.
The allowable path nearby
School uniforms purchased from or through a qualified school (or its required vendor) are allowable. Class-specific uniforms at a public school can qualify when specifically required, categorized as supplemental material on an itemized invoice. And note the floor under everything: footwear has no exception at all — not even as part of a uniform.
