School uniforms are a statutory category with one defining condition: purchased from or through a qualified school or its recommended or required vendor. The school connection is what separates a uniform from clothing.

The mistake families make

Buying "uniform-style" clothes at a regular retailer. Khakis and polos from a department store are just clothing — prohibited — no matter how exactly they match the dress code. The vendor, not the look, makes it a uniform. And footwear is always prohibited, even as part of a required uniform.

The allowable path nearby

Order through the school or its designated uniform vendor and keep the itemized receipt naming that vendor. Shoes come out of pocket regardless — budget for them separately.

The receipt still has to be complete

A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
