Is footwear ESA eligible in Arizona?
No. Footwear is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.

Why ADE says no to footwear
Shoes are on the prohibited list with a severity that surprises people: the handbook states no exception for footwear at all. Clothing at least has its uniform carve-out. Shoes don't — they're worn everywhere, for everything, and ADE treats them as a pure personal expense.
The mistake families make
Activity footwear bundled with allowable activities. Ballet slippers for the dance class, cleats for the league, swim fins for lessons — the instruction is allowable, and the footwear feels inseparable from it. It isn't, on paper: the lesson invoice is payable, the shoe receipt is not. Even families who know the clothing rule often assume uniform shoes ride along with the uniform. They don't.
The allowable path nearby
Pay for the instruction with the ESA — dance, martial arts, swimming, and sports leagues all have real allowable lanes — and buy the footwear personally. There is no documentation, channel, or framing that moves shoes across the line, so this is one category where the answer is simply two separate payments.
