Is dog training ESA eligible in Arizona?
No. Dog training is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to dog training
The handbook's tutoring list is long and surprisingly generous — archery, horseback riding, woodworking all qualify — but it names dog training as specifically not allowable. The principle: the instruction must educate the student. In a dog-training class, the trained party is the dog.
The mistake families make
The animal-science framing. "She's learning animal behavior and responsibility" is a sincere argument, and it works for some things (life-cycle kits exist for exactly this reason) — but the handbook closed this particular door by name. No curriculum doc reopens it.
The allowable path nearby
Animal-adjacent education that centers the student is allowable: horseback riding lessons are on the approved tutoring list, agriculture is an approved subject, and life-cycle vouchers (butterfly kits, chick hatching) are the sanctioned way to study animals. For students with disability documentation, equine therapy from accredited practitioners is its own approved category.
