Is hotel and lodging ESA eligible in Arizona?
No. Hotel and lodging is on the unallowable purchases list in the SY2025-26 ESA Parent Handbook. Buying it with ESA funds risks the expense being disallowed and repayment being required.
Why ADE says no to hotels and lodging
Lodging is excluded everywhere it could possibly appear: the handbook strips travel and overnight accommodations out of educational camps, out of sports camps, and out of college costs (room and board excluded at postsecondary too). There is no version of a hotel night that qualifies.
The mistake families make
The educational road trip. The Grand Canyon unit study, the museum weekend in Phoenix, the out-of-town tournament — the destination activity may be genuinely allowable (single museum tickets are Tier 2; the league enrollment is Tier 2), which makes the hotel feel like part of the lesson. The handbook splits every such trip down the middle: activity maybe, lodging never.
The allowable path nearby
Claim the allowable core and self-fund the travel shell: the camp enrollment without its lodging line, the museum tickets without the hotel, the league fee without the tournament trip. Ask providers to itemize invoices so the enrollment and the accommodation never share a line.
