Is community college and university tuition ESA eligible in Arizona?
Yes. Community college and university tuition is allowable under a statutory ESA purchase category, with its own documentation and channel rules. AZ community college, ABOR university, or accredited private (in-state or online) — out-of-state institutions not allowed (upheld on appeal). Room and board, meals, meal plans, food, and transportation are NOT allowable.

Does ESA cover dual enrollment and college tuition
Tuition, fees, and required textbooks at an eligible postsecondary institution — including dual enrollment while still in the program — are a statutory category. Eligible means an Arizona community college, an ABOR university, or an accredited private institution in-state or online.
The mistake families make
Two hard lines, both tested. Out-of-state institutions are not eligible — that limit was challenged and upheld on appeal, so an online program from an out-of-state public university doesn't sneak through. And the college lifestyle isn't covered: room and board, meal plans, food, and transportation are all excluded even when tuition itself is eligible.
The allowable path nearby
Pick from the eligible in-state (or accredited-online) list, pay tuition and fees with an itemized invoice, and put required textbooks on their own receipts under the textbook category. Keep housing and meals entirely off ESA.
The receipt still has to be complete
A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
