Why ADE says no to non-educational school fees
Even at a fully qualified school, not every line on the fee statement is educational. Parking passes, yearbooks, picture day, caps and gowns, spirit days, fundraising, and PTA dues are named as unallowable — they're school life, not school instruction.
The mistake families make
The single lump invoice. Schools often bill "registration + fees" as one number that quietly includes the yearbook and the spirit-day shirt. Pay it whole from the ESA and unallowable amounts are now on the account — discovered at documentation time, when the invoice's lines get read.

The handbook's approved school-fee list is specific and long: application, computer lab, enrollment, facility, lab, instrument rental, payment processing, registration, required books, supply, transportation, tutoring, and uniform fees all qualify. Ask the school for an itemized invoice, pay the approved lines through Pay Vendor, and cover the yearbook personally.
