Can ESA students take classes at a public school

Individual classes and extracurricular programs at a public school — band, sports, drama, CTE, speech and debate — are a statutory category. An ESA student can buy individual public-school services à la carte without giving up the scholarship.

The mistake families make

The enrollment code, and it's a contract-level trap, not a receipt-level one. The student must be enrolled as Tuition Payer Code 2; full enrollment as Payer Code 1 violates the ESA contract itself and is termination-grade. Families sign up for "a class or two" and the school's office enrolls them the default way — verify the code before the first invoice, not after.

The allowable path nearby

Tell the school explicitly the student enrolls as Tuition Payer Code 2 for individual services, get an itemized invoice for each class or program, and pay from there. If the class requires a uniform, that piece is categorized as supplemental material, allowable only because it's specifically required.

The receipt still has to be complete

A yes on allowability doesn't survive an incomplete receipt. Every receipt needs the vendor's name, address, and contact; the date; a receipt or order number; an itemized description; and the itemized and total amounts. Missing any field can get the expense rejected — and undocumented debit-card purchases past the quarterly deadline must be repaid.
